Is it safe to remove the current layer of laquer from the whole neck, and then apply tung oil also on the fretboard side?

I bought a Blazer BL550 that has been used quite roughly. I would like to get rid of the dings at the back of the neck, so sanding and tung oiling should be okay for that. But I'm worried about the fretboard. Would I need a refret if I tried to remove the laquer very close to the frets? One fret is actually already loose, and I think I should take care of that first anyway no matter what I do to the fretboard.

i have just redone a neck myself on a project i am busy with, i think younwill need to do a fret job in the process. i tried to do it with the frets still in but could not do a proper job, so i just removed the frets, sanded it down and put in new frets. it seems to have worked quite nicely and its brought my fretboard back to life. you just need to be careful to support the neck properly or it will warp when the frets are out. i dont know the exact dynamics though, im not a luthier, just ried as a hobby.
